Towlerton Development Lands Mixed-Use Residential & Commercial Development
Kirkland Investments Limited are owners of some 25 hectares of land at Towlerton, Ballysimon, on the eastern outskirts of Limerick City centre.
The Client sought the re-zoning of this significant landholding to reflect the clients’ development strategy for the lands. This included preparation of a Masterplan to test and outline the development strategy.

Role
Town & Country Resources Limited is planning advisor to the client, project architect and design team. This has entailed:
- providing strategic planning guidance and town planning services to include inputs to the masterplan preparation process; the preparation of submissions to the Local Authority at the Pre-Draft, Draft and Amendments stages of the new Castletroy Local Area Plan preparation process to justify the required re-zonings.
- Our role was to recommend the most suitable zonings for the lands having regard to Clients’ development strategy, land-use mix and residential density requirements, whilst also having regard to the lands site context.
- Dianne McDonogh liaised closely with the Local Authority in their assessment of the re-zoning proposals.
Planning Outcome
Limerick City & County Council adopted the new Castletroy Local Area Plan in January 2019, incorporating the re-zoning of the Towlerton Development Lands from Agriculture to Mixed-Use purposes, as proposed on behalf of the Client. This zoning has been retained in the new Limerick Development Plan 2022-2028.
The first planning application for new roads and services infrastructure across the development lands was lodged with the Planning Authority in June 2019. Limerick City & County Council issued a Final Grant of Permission in November 2019. The road has been constructed and was completed in March 2021.
Subsequently, planning permission has been granted to:
- Bons Secours Hospital Group for a new private hospital on the lands and construction has commenced.
- Department of Education & Skills for a new post-primary school on the lands; construction is complete and the school is now operational.
- Lidl Ireland GmBH for a new Neighbourhood Centre development, including a foodstore, café, commercial units, offices, and apartments.
- Kirkland Investments Limited for a new Medical Building accommodating Medical Diagnostics Medical Consulting Rooms and Treatment Rooms, offices, and ancillary service areas.
